The Wizarding World was an enchanting one, with various kinds of beings and magic. While was full of powerful wizards and witches like Albus Dumbledore and Rowena Ravenclaw, not everyone was created equal. The Wizarding World was full of weaker wizards who were either deficient in magical ability, morals, or character, or all three.
Over the course of Harry's journey, he studied with and dueled against a slew of wizards. Harry proved to be stronger than all of them, excelling at casting spells and taking a stance between good and evil. These were the weakest wizards of .

Unknown, likely freed from the Imperius Curse
Stanley Shunpike, the in . He began his arc as a chatty but eccentric young man who met Harry on the Bus but later got caught in a web of lies. Overheard talking about Death Eater plans, Stan was caught by the Ministry of Magic for mixing with Voldemort's faction.
When he was released, Stan was made to do the bidding of Death Eaters under the Imperius Curse for years, so much so that he became a Death Eater himself. He was unable to break free from the Curse, and his rather large lie about knowing Voldemort's insider plans became a twisted truth.
Whether he chose to be a Death Eater or was forced to be one, it only proved the weakness in his character and powers.

Pardoned for his crimes, married Astoria Greengrass, and had a son named Scorpius
From the very first year at Hogwarts, Malfoy's deficient character was on display openly. He learned the worst things his parents taught him, peddling ideas of blood purity and social class when he was merely 11 years old. While fans argue that he was an impressionable kid, Malfoy could have used his growing conscience and moral judgment to break free from the rubbish his parents taught him.
Soon enough, Draco was forced to become a Death Eater under threat, like his parents. He was powerless against Voldemort, forced to do the Dark Lord's bidding against his will. Even in the Battle of Hogwarts, Draco was ready to fight Harry instead of seeing the bigger picture. He was weak-willed and narrow-minded and one of .

Admitted at St. Mungo's Hospital for Magical Maladies and Injuries after losing his sanity from the backfired Memory Charm
There was no doubt that Gilderoy Lockhart was extremely cunning and perceptive — he had to be to pull off the giant scam that he did for years. He wrote and sold thousands of books about all the dangerous creatures he faced by himself, gathering himself a large fan following.

He had absolutely no magical skill except for Memory Charms, which he practiced until they were perfect.

Choked to death by the silver hand that Voldemort gave him
Loved and accepted into the Marauders and the Order of the Phoenix, Peter Pettigrew decided to betray every single one of them in an act of absolute cowardice. Not only did Pettigrew give Voldemort the whereabouts of the Potters, but he also framed Sirius for his betrayal and spent over a decade as Ron Weasley's rat.
All Pettigrew was good at was carrying out the basest orders of Voldemort since he had little to no magical skill. For all his service to the Dark Lord, he was treated with impunity because he had lost the respect of all his peers because of his actions. The one time he showed an ounce of strength (when he hesitated before killing Harry), .

It is indisputable that Sybil Trelawney made the biggest prophecy in the entire series:
""
However, every other prediction that Trelawney made was completely bogus. She obviously had a penchant for the mystical and had a seer's eye, but it was not something that could work on command.
Sybil was not a good teacher, either, and she kept scaring her students by (wrongly) predicting their deaths. Even when Umbridge decided to throw her out of Hogwarts, the Divination professor was unable to defend herself.
Sybil Trelawney would have been stronger if she respected her own powers and stopped with her gimmicks.

In his third year, Rubeus Hagrid was framed by Tom Riddle for opening the Chamber of Secrets, and banned from using magic. He likely made an umbrella out of the fragments of his broken wand, which allowed him to practice magic in a limited manner and against the law.
Hagrid deserved better treatment, but this left him with limited magical abilities. He couldn't duel with another wizard; neither could he live a normal wizard's life with the convenience of a wand. His half-giant lineage helped him with physical strength, and his solid moral compass made up for his magical powers.

Even if Ron was an important part of the Golden Trio, there was no denying that his magical abilities were quite poor. He couldn't do simple, beginner spells without intensive coaching, and he failed even then. His broken wand could be attributed to this, but his magical prowess remained just average even when he got a new one.
Even the locket horcrux could sense who was the weakest from the Trio, easily attacking Ron's insecurities when he wore it. Ron even allowed himself to be manipulated into abandoning his friends. If Ron didn't have Harry and Hermione around, he would have suffered terribly.
